N2 - This paper describes the work of the Workers’ Sick Fund (Kupat Holim) of the Labor Organization in Israel in the Gulf War. A model is presented which was developed in real time, in light of existing conditions. The distinctive feature of the model is its effectiveness: the model accomplished its objective although counselling was by telephone and limited to a single session only.
