Abstract
Examination of the functions of institutions and authorities in the Community Rule and Damascus Document reveals that although both the yahcombining dot belowad and the Damascus Covenant were divided into sub-groups ("councils" or camps) they actually had very different organizational systems. The yahcombining dot belowad was semi-egalitarian whereas the Damascus Covenant was highly hierarchical. Functional analysis of the sects' structure also indicates that the yahcombining dot belowad preceded the Damascus Covenant.
