Abstract
Examination of the functions of institutions and authorities in the Community Rule and Damascus Document reveals that although both the yaḥad and the Damascus Covenant were divided into sub-groups ("councils" or camps) they actually had very different organizational systems. The yaḥad was semi-egalitarian whereas the Damascus Covenant was highly hierarchical. Functional analysis of the sects' structure also indicates that the yaḥad preceded the Damascus Covenant.
