Abstract

Among the difficulties are: the limitations of physical planning; relatively fixed, tangible planning solutions versus subjective and changing user perceptions and behaviors; conflicts between user preferences and national goals; varied group preferences; conflicting intra- and inter-group preferences; and planning for the future versus research on the past or present. Concludes that the collaboration between researcher and planner will only succeed if it is based on an understanding of the inherent limitations and constraints that exist. -from Author
