Abstract
The planning and building law is the main legislation that regulates spatial planning procedures. The law acknowledges the basic commitment to involve citizens in decision making affecting their lives. Nevertheless, as indicted on the article the regulation incorporated in the law do not de facto, allow citizens in general and weak groups in particular to actively take part in the planning procedures.
