Abstract
Even if one accepts the Egyptian argument that the technical training received during the construction of the Aswan Dem project has provided Sgypt with a huge reservoir of skilled labour heretofore unavailable, one must also say that unless competent manpower planning is introduced - both for short-run and long-term requirements - then the needs of Egyptian development will remain unfulfilled. Whether or not this was the case over the period from 1952 until the end of the First Five Year Plan 1960/1-1964/5, and the new situation created by the 1967 War, is the object of this study - that is, in this paper is atteapted to assess the situation that prevailed in Egypt over the period under consideration and the effect of manpower and educational development programs introduced after 1952.
