Abstract
Discusses the position of Browning in the debate between intentionalists and functionalists. Contends that Browning combines the two views in his belief that while Hitler and the Nazis had intended to exterminate the Jews, they waited until there was an atmosphere of euphoria in Germany due to the early successes in the invasion of the USSR, so that the Germans would be willing to carry out the Final Solution.
