Abstract
Comments on an article by Y.Orev who introduced an approach to rain-drought period oscillations using an energy conservation principle where the annual rainfall amount is constant. This assumes that various kinds of energy maintain their balance in the closed global system. The author disputes this constancy by citing several inconstancies. -M.A.Bass
