Abstract

In this paper the authors identify the variables affecting the distribution of government grants to municipalities in Israel. They show that whereas a very large part of the variance is explained by demographic and social variables, the role of political factors cannot be ignored. The political variables which proved most influential were whether the municipality's mayor was a member of a party in the ruling coalition and measures of the mayor's political strength based on the length of the mayor's term in office and the percentage of city council members belonging to the same party as the mayor.
