Abstract

Since the 1970s there has been increased integration of the Arab labour force into the Israeli economy. Among other things this integration has been characterized by the emerging industrial entrepreneurship in the Arab settlements. Critical to the industrialization process are factors related to land availability for industry as well as the nature of the infrastructure which supports industrial production. These main factors are: limited reserves of land for industry; lack of a land market; the structure and pattern of land ownership; entrepreneurial culture which does not encourage using either bank loans or the commercialization of land; low level of infrastructure and absence of public programs for the development of industrial infrastructure; and the fact that the legislation for the encouragement of capital investments has not been enforced in Arab settlements. All these factors reduce the attractiveness of the Israeli Arab periphery for ruralization of industrial plants, and does not encourage local Arab initiated industrial entrepreneurship. This work is part of a larger project on Arab industrialization in Israel carried out by "The Research Centre of the Arab Society in Israel".
