Abstract

This article examines organizational emergence processes in national emergencies, focusing on the IDF's organizational effort to handle civilian hostages and support their families in the wake of October 7, 2023. Building on complexity theories and national crisis management perspectives, the article examines processes leading to the emergence of organizational networks, unique collaborations, and adaptive capabilities. The findings highlight the importance of organizational flexibility, inter - organizational cooperation and continuous learning while dealing with complex emergency situations.
