Abstract
On the morning of October 7, 2023, a severe terrorist attack was carried out by the Hamas terrorist organization, leading the State of Israel to launch the "Iron Swords" war. This event posed a significant managerial challenge to organizations in Israel, as they were required to continue functioning and ensure the resilience of the civilian population under extreme distress. This paper discusses the management of organizations during emergency situations and offers practical tools for executives and managers to effectively manage organizations during crises, such as pandemics, wars, and terrorist attacks, by focusing on a five - axis model. The model is based on the authors' experience as consultants to organizations and a review of global research on organizational management in emergencies, such as the 9/11 attacks, the COVID - 19 crisis, and the Russian invasion of Ukraine. The five axes include: initial and flexible emergency preparedness; proactive, empathetic, and secure communication; leadership; task orientation and maintaining routines; and forward - looking planning.
