Abstract
Background: Civil society social service organizations )CSSSOs( are central providers of social services in Israel, due to privatization and outsourcing of services. Their activity is largely based on social entrepreneurship )SE(, which promotes the development and provision of innovative services. Most research on organizational entrepreneurship focuses on business organizations, hence there is a need for further research focusing on SE in CSSSOs. Aims: To examine the ways in which SE is manifested in CSSSOs and the motivations of CSSSO executive directors to develop SE. Method: Qualitative research based on reflexive thematic analysis of 18 in- depth semi-structured interviews conducted with CSSSO executive directors. findings: SE was manifested in the organizations through four main channels: innovation in the development and provision of social services, promotion of changes in social policy, business entrepreneurship, and technological entrepreneurship. The directors’ motivations for SE were a personal connection to the activity, criticism of existing social services, and a propensity for creativity and autonomy. Conclusions: SE promotes the development and provision of innovative and timely social services and promotes changes in social policy. This research contributes to the mapping of ways in which SE is manifested in social service organizations, and to the examination of the personal and ideological motivations to promote SE. Implications for practice: SE is required for the development of social services. There is a need to train CSSSO directors for SE and to provide them with a supporting budget to foster it.
