Abstract
The recognition of the geostrategic importance of Haifa grew concurrently with the development of the city during the British Mandate. The leadership of the Jewish community strove to strengthen and increase the settlement of Jewish citizens in the Haifa area. The main aim was to achieve a Jewish majority in the city and to enlarge its power in the management of municipal affairs. The article focuses on the strategies and discourse surrounding this phenomenon and the resulting municipal impacts.
