Abstract
When the number of illegal workers in a country grows substantially, the host country may pay a heavy economic and political price. In such a situation, policy makers need to consider what steps they can take to alleviate the problem. In this paper we consider several options that can help the host country decrease the number of illegal workers, and thus mitigate the damage. In particular, we consider the granting of an amnesty, with specific reference to the various types of amnesty that can be declared, and with specific consideration of the situation in Israel.
