Abstract
מטרת המאמר לתאר כיצד חילקה עיריית חיפה את המשאבים בין ערבים ליהודים, ולבחון כיצד השפיע הדבר על התפתחות העיר ועל חיי היומיום של תושביה בשנים 1940-1947, עד פרוץ המלחמה. מסקנת המאמר היא כי העירייה פעלה במטרה להיטיב עם אוכלוסיית העיר בלי להעדיף צד זה או אחר, וקבעה סדר עדיפויות שתאם מבחינתה את צורכי הציבור כתושבים של עיר מעורבת
